21st Century Community Learning Centers Program
The 21st Century Community Learning Centers Program (21st CCLC) provides funding to local education agencies (LEAs), community-based organizations, faith-based organizations, and other public or private entities through a competitive process to:
(1) provide academic enrichment opportunities for children - particularly students who attend high poverty and low-performing schools - to meet State and local standards in core academic subjects;
(2) offer students a broad array of enrichment activities that can complement their regular academic programs; and
(3) offer literacy and other educational services to the families of participating children.
The 21st CCLC program is authorized by Title IV, Part B, of the Elementary and Secondary Education Act, as amended by the No Child Left Behind Act of 2001. For its 21st CCLC program, Louisiana received $20.7 million from the United States Department of Education in 2007 and expects to receive $22.3 million in 2008.
In Louisiana, three-year grants are competitively awarded to both public and private entities to create community learning centers before school, after school, and in the summer months for low-income students and their families. During the past three years, the Department of Education has funded 52 21st CCLC programs statewide. Approximately 15,000 students have been served at 154 different sites. The program has targeted funds to communities that have low-performing students, high rates of poverty, and limited resources with which to establish after-school community centers.
The latest grant competition for the 21st CCLC program was completed in December 2008. The Department received 58 applications in response to a Request for Proposals. Proposers included non-profit community-based organizations, faith-based organizations, and local educational agencies. The proposals were scored and ranked based upon such factors as the quality of the proposed project, adequacy of resources, and the quality of the management and evaluation plans.
